Police and Rights is a book with a difference. This Book advances the idea of police action as a distinctive concept with distinguishing attributes. The concept of Police action is thus unlike the undifferentiated idea of action by police. The two ideas Police action and action by Police are separated to promote a sharpened perception of the phenomena from a pointed awareness of the words. Police decision, composite and ubstantive, is the core element in police action as a concept. Rights law brings now to the fore the idea of police action as a concept with a capacity to promote and advance rights, than a mere notion of violation of rights by action of police. The capacity of police action thus lies, beyond its executive action, in a quasi judicial and legislative nature in its disposition. Police officers, the world over, need therefore to be inculcated with this idea of police action as a substantive concept, both in their daily tasks and in their training schedules.
